In short: The EPF wage ceiling rose from ₹15,000 to ₹25,000 a month from 17 September 2026. The first PF return under the new limit, for September 2026 wages, is due by 15 October 2026. Employers must split September into two periods, enrol newly covered staff and update payroll settings before filing.

What Happened

On 16 September 2026, the Union Cabinet approved raising the wage ceiling for mandatory coverage under the Employees' Provident Fund Organisation (EPFO) from ₹15,000 to ₹25,000 per month, according to the Ministry of Labour and Employment press release. The change took effect on 17 September 2026 through notification S.O. 5109(E) of the same date.

The ministry release says the higher ceiling extends EPF, the Employees' Pension Scheme (EPS) and the Employees' Deposit Linked Insurance (EDLI) to employees earning between ₹15,000 and ₹25,000 a month. It puts the estimated annual government outgo at about ₹11,339 crore, up from about ₹10,250 crore.

EPFO has since published FAQs on the revision. As reported by CAclubindia and other compliance publications, the FAQs confirm the effective date was not moved to 1 October and set out how the September 2026 return should be prepared.

Why 15 October Matters

The September 2026 return is the first one filed under the new ceiling. According to the EPFO FAQs as reported, employers file a single ECR (Electronic Challan cum Return) for September, but must calculate contributions for two periods:

  • 1 to 16 September: wages tested against the old ₹15,000 ceiling.
  • 17 to 30 September: wages tested against the new ₹25,000 ceiling.

The return and full payment for September are due by 15 October 2026. Payroll systems that apply one ceiling to the whole month will produce the wrong figures.

Who Is Affected

  • Employees earning ₹15,001 to ₹25,000: they now fall under mandatory EPF, EPS and EDLI coverage.
  • Existing members whose PF was capped at ₹15,000: their contribution base may rise up to the new ceiling.
  • EPF-only members outside EPS in this wage band: the FAQs say they must be enrolled in EPS from 17 September 2026, and that enrolment is the employer's duty.
  • Employers' costs: the employer EPS share is 8.33% of wages up to the ceiling, which works out to a maximum of ₹2,083 a month at ₹25,000.

The FAQs also say employees already contributing above the old ceiling do not need to reduce their contributions.

What It Means for Your Business

For HR and finance teams, this is mainly a payroll configuration and data task. Salary structures, CTC letters and take-home pay for staff in the affected band will change. Monthly cost forecasts for the rest of the financial year need updating too.

The FAQs allow the employee share for September to be recovered in the next payroll if it could not be deducted in September, but the ECR and full payment are still due by 15 October. Reports note that EPFO is still issuing instructions on this deferment, so watch the EPFO circulars page for updates.

What to Do Now

  1. List affected employees: Pull everyone with PF wages between ₹15,000 and ₹25,000, plus existing members capped at ₹15,000 and EPF-only members outside EPS.
  2. Check the PF wage definition: Confirm which salary heads count as PF wages for each employee before applying the new ceiling.
  3. Enrol newly covered staff: Generate or link UANs and complete EPF, EPS and EDLI enrolment from 17 September 2026.
  4. Update payroll settings: Change the ceiling in your HRMS or payroll software and make sure it can split September into the 1 to 16 and 17 to 30 periods.
  5. Prepare and verify the September ECR: Reconcile contributions for both periods, check a sample of employees by hand, and file and pay by 15 October 2026.
  6. Tell employees what changes: Explain the effect on take-home pay and pension contributions in a short note.
  7. Keep records: Save calculations and approvals for audit, and check with your PF consultant or legal adviser on any unclear case.
